Waqf Properties Protection Council (WPPC)

WPPC is not merely an organization. It is a movement to reclaim trust, restore justice, and revive the true spirit of Waqf.

Waqf Properties Protection Council (WPPC) is a collective initiative formed with the sole objective of protecting, restoring, and ensuring the rightful utilization of Waqf properties for the welfare of the Muslim community.

Waqf properties are charitable endowments dedicated in the name of Almighty Allah by members of the Muslim community and well-wishers, with the intention that the income generated from such properties be used for public welfare, including education, social upliftment, support to widows, orphans, and economically weaker sections of society. To regulate and manage these properties, the Government of India enacted the Waqf Act in 1954, which was subsequently reintroduced as the Waqf Act, 1995, followed by amendments in 2013. In recent years, the legal framework has undergone major restructuring through the introduction of the Waqf Amendment Bill, which later became the Waqf Amendment Act, 2025 (popularly referred to as the UMEED Act, 2025).

Despite these legislative measures, it is an unfortunate reality that, in most parts of the country, Waqf properties have failed to serve their intended purpose. There is little evidence of sustained benefit reaching the community in terms of education, social security, or welfare initiatives. Instead, a large number of Waqf properties remain encroached upon, misused, or confined to the control of a few individuals or families, effectively defeating the spirit of Waqf.

Recognizing this ground reality, the Waqf Properties Protection Council was established to work in the larger public interest of the Muslim community. The Council is committed to ensuring the lawful protection of Waqf assets, promoting their transparent and productive utilization, and legally combating illegal encroachments through constitutional and judicial means.

The Council aims to work in coordination with statutory Waqf Boards constituted under the Waqf Act, providing legal, administrative, and social support to strengthen governance, accountability, and development of Waqf properties.

The Waqf Properties Protection Council functions under the guidance and patronage of Moulana N. K. M. Shafi Saadi Sahib, a respected Islamic scholar and administrator, who has served two terms as a Member of the Karnataka State Board of Auqaf and has also held the office of Chairman of the Board. During his tenure, he played a progressive role in safeguarding community interests, including initiating Waqf-run educational institutions during challenging times. Presently, he serves as the Vice Chairman of the Karnataka State Waqf Council and continues to provide leadership and vision to this Council.

The Presidency of the Council is held by Mr. Syed Habeeb Sarmast, a well-known advocate and social activist, recognized for his sustained efforts in the protection of Waqf properties. He has been serving as the Chairman of the District Waqf Advisory Committee, Kalaburagi, for the past several years. Under his leadership, several long-encroached Waqf properties in Kalaburagi have been successfully restored to Waqf administration.

The Council is further strengthened by the association of dedicated advocates, social activists, academicians, business professionals, and public-spirited individuals who share a common concern for the protection of Waqf assets and the welfare of the Muslim community.

Through awareness, legal action, institutional coordination, and community participation, the Waqf Properties Protection Council strives to restore the true purpose of Waqf — serving the community with integrity, transparency, and justice.
